21يُعَذِّبُ مَن يَشاءُ وَيَرحَمُ مَن يَشاءُ ۖ وَإِلَيهِ تُقلَبونَAhmed & SamiraHe tortures whom He wills/wants, and He has mercy (upon) whom He wills/wants, and to Him you are being turned/returned .
