Preface

أَلَم تَرَ إِلَى الَّذينَ نُهوا عَنِ النَّجوىٰ ثُمَّ يَعودونَ لِما نُهوا عَنهُ وَيَتَناجَونَ بِالإِثمِ وَالعُدوانِ وَمَعصِيَتِ الرَّسولِ وَإِذا جاءوكَ حَيَّوكَ بِما لَم يُحَيِّكَ بِهِ اللَّهُ وَيَقولونَ في أَنفُسِهِم لَولا يُعَذِّبُنَا اللَّهُ بِما نَقولُ ۚ حَسبُهُم جَهَنَّمُ يَصلَونَها ۖ فَبِئسَ المَصيرُ

Ali Quli Qarai

Have you not regarded those who were forbidden from secret talks¹ but again resumed what they had been forbidden from, and hold secret talks [imbued] with sin and transgression and disobedience to the Apostle? And when they² come to you they greet you with that with which Allah never greeted you, and they say to themselves,³ ‘Why does not Allah punish us for what we say?!’ Let hell suffice them: they shall enter it; and it is an evil destination!

That is, the Jews and the hypocrites.
That is, the Jews and the hypocrites who, instead of as-salāmu ʿalaykum (peace be on you), would greet the Prophet (ṣ) with such words as as-sāmu ʿalaykum (death to you), telling themselves that if the Prophet (ṣ) were really from God, He would punish them for it.
Or ‘in their hearts.’
