And if two groups of believers fall into a fight, then make peace between them. But then, if one of the two wrongs the other, fight the one that wrongs until it reverts to Allah's Command (the decision that was made by the Central Authority). Once they revert, make peace between them with justice, and act equitably. Verily, Allah loves the equitable.
