28وَهُوَ الَّذي يُنَزِّلُ الغَيثَ مِن بَعدِ ما قَنَطوا وَيَنشُرُ رَحمَتَهُ ۚ وَهُوَ الوَلِيُّ الحَميدُAhmed & SamiraAnd He is who descends the rain from after what they despaired, and He spreads/extends His mercy, and He is the guardian/ally , the praiseworthy/commendable.
