21يُعَذِّبُ مَن يَشاءُ وَيَرحَمُ مَن يَشاءُ ۖ وَإِلَيهِ تُقلَبونَMuhammad QadriHe punishes whomever He wills and has mercy upon whomever He wills; and towards Him only you are to return.
