21يُعَذِّبُ مَن يَشاءُ وَيَرحَمُ مَن يَشاءُ ۖ وَإِلَيهِ تُقلَبونَTaqi UsmaniHe punishes whom He wills and has mercy on whom He wills. And to Him you are to be turned back.
