(So) whatever is in the heavens (i.e. the upper divine and celestial spheres and spatial terrestrial spheres) and whatever is in the earth and whatever is in between the two (i.e. the atmospheric spheres) and whatever is beneath the soil to its bed, all are (functioning in compliance with) His (command and control system).
