That those who disbelieved spend their properties/possessions/wealths to object/prevent/obstruct from Gods' way/path/sake , so they will spend it, then (it will) be on them grief/weakness , then they (will) be defeated/conquered , and those who disbelieved, to Hell they (will) be gathered.
